Expectations first 12 months:
- Conduct enterprise-wide compliance risk assessment, identify gaps and create and implement a plan to bring program to a high standard
- Work closely with executive team and department leadership to establish improved compliance standards and controls
- Establish a robust compliance training and communications program to inform and educate employees of all levels
- Develop collaborative relationships with key stakeholders in HR, Legal and Finance and Operations; build a strong level of trust for the Chief Compliance Officer role through communication, shared accountability and consistency in action
Responsibilities:
- Reporting to the CEO with access to Board of Trustees, managing a team of five to six staff
- Lead and manage all aspects of the Compliance, Privacy and Internal Audit programs, providing oversight of the System’s compliance with laws, regulations, and ethical standards
- Determine the scope of internal audits and special investigations ensuring issues are investigated and resolved
- Develop, implement and lead a comprehensive auditing and monitoring program to ensure compliance with applicable laws, internal control systems and operational policies and procedures
- Institute and maintain an effective compliance communication and ongoing education program in conjunction with HR Leadership, including promoting use of the Compliance Hotline, awareness of the Regulatory Compliance Program, and the understanding of compliance issues and related policies and procedures
- Direct, lead and develop personnel and activities including selection, orientation and training of personnel; Responsible for establishing and controlling operating budgets
- Meet regularly with the CEO/President regarding program initiatives, activities, and results in addition to coordinating activities of the Compliance and Audit Committee
- Prepare and present an annual audit plan to Office of the President (OOP) and the Compliance and Audit Committee
- Provide reports semi-annually to CEO/President to keep the Board of Trustees’ Finance & Audit Committee informed of the operation and progress of compliance efforts
- Participate in the identification and resolution of issues including financial, IT, operational issues, ethics concerns and internal compliance review and monitoring activities
- Participate in the annual risk assessment process by working with system department leadership to identify potential high-risk areas of compliance vulnerability for audit
- Identify weaknesses in existing internal controls and make recommendations for improvement. Ensure implementation of new controls and monitor compliance with procedures and systems
- Perform fraud investigations, compliance audits and special investigations as needed; promote an ethical culture
- Respond to allegations of noncompliance by evaluating or recommending the initiation of investigative procedures. Act as an independent review and evaluation body to ensure that compliance issues/concerns within the organization are being appropriately evaluated, investigated and resolved
- Establish and provide direction and management of the Compliance Hotline and confidential disclosure program.
Qualifications:
- Desirable Education: Master’s Degree in business or related field
- Desirable Certification: CHC or CIA
- Compliance Experience: Significant healthcare compliance and successive leadership experience, with demonstrable exposure to building and improving compliance programs
