Expectations first 12 months:
- Build strong working relationships based on transparency and clear communication with all internal stakeholders
- Identify strategy around compliance systems and processes to develop best practices
- Hands on management of existing compliance team, hiring an additional team member
Responsibilities:
- Managing a team of two, with a focus on the continued development and implementation of a high-quality compliance program and serving as an expert resource on affordable housing compliance rules and regulations
- Leading the design and implementation of multiple compliance related trainings, auditing and monitoring activities to further support high quality compliance across the business
- Providing internal compliance consultation to site staff, management, and department and cross-functional teams
- Stay abreast of all federal, state and local compliance-related regulations, including fair housing
- Serve as contact of record for state agencies, investors, and other lenders and funders
- Participate in the development and negotiation of new contracts, policies and procedures
- Collaborate with Asset Management and Property Management to provide budget guidance as necessary
- to support compliance needs, requirements (i.e., inclusion of compliance costs; compliance with
maximum allowable rents, utility allowances, and other restrictions/requirements)
- Lead Compliance in the collaborative development of departmental Annual Operation Plans
- Serve as the primary contact for compliance vendors; Manage contracts and assess performance
- Manage and maintain effective relationships with lenders, funders, investors, and other regulatory agencies
- Ensure accurate and timely information dissemination; productive problem solving, and identification of new approaches to ease challenges of regulatory compliance for staff and residents
- Develop and share regular compliance activity updates with leadership team
- Develop, document and maintain a process to ensure continued alignment of compliance vendor and CBC compliance processes, systems and information (i.e., new Yardi module, rent increases, auditing process)
- Create and track Performance Standards and Metrics to assess compliance performance for positions
- Determine, communicate and monitor retention requirements for resident files/records to ensure compliance
- Lead the development, delivery and assessment of compliance training and mentoring programs
- Ensure complete and accurate compliance requirements are entered and updated in property Deal Books
Requirements:
- Essential Education: Bachelor’s degree and certification for specified HUD Programs and Low-Income Housing Tax Credits
- Desirable Education: Annual Yardi proficiency certification
- Compliance Experience: You must bring significant affordable housing compliance experience including some with a large affordable housing organization, with demonstrable knowledge and experience with HUD, LIHTC and HOME programs
